A: Depends on the door latch. If it is like a standard door on one’s home, then yes.

Q: Will this work on the outside of a door?
A: Yes, it will. But you do not need it outside.

Q: Can I put this on my carry-on luggage?
A: No. It only fits on a door, requiring the indentation that the door bolt fits into. And it's locked from one side (the exterior of the door) and not locked from the inside (interior of the door). I would not fit in luggage or work on luggage in any way.
